(Ref 2017GIE011) The EU Commission has launched a study under the title "Quo Vadis EU gas market regulatory framework – Study on a Gas Market Design for Europe". The aim of the study is to provide a substantiated analysis as to whether the current regulatory framework in the EU gas sector is the most effective in order to maximize overall EU welfare. 
GIE is fully supporting the notion that the gas market should contribute to maximizing the overall EU welfare and help achieve EU energy and climate targets. It is with that in mind that infrastructure operators have played an active role in developing the current gas market. This is a gas market that according to ACER has continued to progress and where market dynamics seem to work better and better, to the benefit of the users of the gas system.
GIE is committed to be an integrated part of this development and aims to ensure that the existing gas infrastructure continues to provide benefits to the European consumers in the transition towards a more sustainable energy system. GIE will continue its commitment to contribute to the dialogue on creating the most efficient gas market.

LNG as fuel in maritime and road transport and energy solution in off-grid destinations is gathering ground throughout Europe. In March 2014 Gas LNG Europe (GLE) launched the European small-scale LNG map and database with an update in June 2014. This for the first time provides the LNG industry and interested parties with an overview of the available, planned and announced small-scale LNG infrastructure and services in Europe.

GIE launches Security Risk Assessment Methodology for Gas Infrastructure

The gas infrastructure is a network without national boundaries, which means that a failure of one portion of the network could propagate to other areas, potentially involving several countries. Thus the European Commission has identified the gas Infrastructure as a critical infrastructure.

 

GIE fully acknowledges the strategic importance of the gas infrastructure system for Europe. GIE takes into account the necessity to create standards to ensure a level playing field. Security risk identification helps to provide value across the energy infrastructure.

 

The GIE Security Risk Assessment Methodology is a common and integrated approach amongst the European energy infrastructure operators. With this methodology a next major and important step to further increase security and resilience of the gas infrastructure network in Europe has been achieved. It is another example for the active participation and contribution of gas infrastructure operators to EPCIP, the European Program for Critical Infrastructure Protection.

In parallel to the revision of the Gas Target Model, ACER is working on the ‘Bridge to 2025’ concerning the general energy market as well as thematic papers on consumers, electricity and gas. GIE responded to the informal consultation conducted by ACER on the ‘Bridge to 2025’ on 19 December 2013.1 The questions on which ACER now seeks input reflect to a large extent the questions which were already addressed in the GIE response in December. In the meantime GIE remains of the same opinion, therefore the responses given in December have been incorporated in this paper.
GIE would like to recall the conclusions of the CEER Vision for a European Gas Target Model which stated that: “the model should be evaluated and if necessary further developed after the implementation of the network codes on capacity allocation mechanisms, gas balancing, harmonised transmission tariffs and gas interoperability in 2013 as well as in the light of the work on incremental capacities in 2012 and their practical implementation […]”.2
GIE agrees with the above-mentioned conclusions, and wishes to underline the successful joint efforts which are being taken by stakeholders to ensure the (early) implementation of the above-mentioned framework. Apart from the CMP guidelines, partially implemented in October 2013, work on the implementation of Network Codes (CAM, Balancing) has just started or will commence soon. A review of the Gas Target Model before the adoption and full implementation of the Network Codes seems therefore premature. The focus should be on implementing the agreed rules, with significant progress expected to be achieved in a short term period. The need for additional measures should be considered after two to three years based on the experiences with the new market rules.
In addition to the above comments, GIE would like to provide additional information on these issues.

Transparency Compliancy Audit for Storage System Operators

Storage System Operators (SSOs) are legally bound to implement the transparency requirements concerning storage facilities and LNG facilities under Art. 19 of regulation EC 715/2009. Earlier this year GSE requested FTI Compass Lexecon to carry out an independent external audit of the compliance with these obligations by all European SSOs (not only GSE members). While assessing the degree of transparency by the SSOs, the auditor took the perspective of a market participant seeking access to storage capacity. The audit covers 113 storage facilities within the EU operated by 48 SSOs representing a working gas volume of 78 BCM. Strict Chinese walls between GSE and FTI Compass Lexecon were respected during the audit.

The monitoring shows that most of the audited European Storage System Operators are either in perfect compliance with the transparency requirements under Article 19 of regulation 715/2009 or feature minor departures. Major improvement has been observed with 5 SSOs in 5 countries operating 14 facilities with a total storage capacity of 5.8 BCM. Finally, the audit concludes that even in cases of perfect compliance increased user friendliness of information publication could provide added value to the market.

GIE answer to ACER Public Consultation on the Tariff Framework Guideline.

Gas Infrastructure Europe (GIE) represents European transmission system operators, storage operators and LNG operators across Europe. As such it is in a unique position to make a positive contribution to Europe’s energy needs, and the ongoing security and well being of Europe’s citizens. Gas infrastructure transports twice as much energy as the electricity sector, and its strategic importance to Europe is recognized in the 2009 European Program on Critical Infrastructure Protection (EPCIP) Directive. The European Commission is currently in the process of preparing a revision of the EPCIP directive, and this paper marks the start of GIE’s positive engagement, and contribution to the successful completion of the recasting process.
